dash restoration

Hi everyone I new here and am looking for some help.
I am restoring a 66 GTO and have some rust to repair around the windshield and noticed some holes that don't' seem right in the dash. They look factory stamped but just don't seem right to bee left this way. I have attached a piture for you to see.
Thank for any help..

is that picture showing bare metal or the dash cover?
obviously if it is the dash cover those holes should not be there.
if it is a stripped dash showing the bare metal I cannt be sure, none of the pictures on this link show the dash without the cover

definitely is not supposed to be bare metal, someone removed the cover. The cover is available from www.amesperf.com. The part number is A259VK.

One of the images from your link shows a stripped to bare metal without the cover of a 1966 GTO dash with those same holes in it.

I was thinking that myself too, if you look close at the piture you can see the small dash pad they put in. Don't know what from.
Thanks very much for your help,
