Angry Problem Relearning TPMS

2008 G5 Base - When we purchased car it did not have car fob so when I replaced all 4 tires, they could not reset/relearn the TPMS. I purchased a new key fob that had a DYI programmer. I programmed the best I can tell since the doors lock & unlock. However when I try to re-learn the TPMS the fob never sounds the horn? There is NOT a re-learn setting in the DIC? I can't get it inspected if the TPMS are not working correctly? I hope someone monitors this forum to help answer my question.

have you followed both procedures in the owners manual for a reset, one with a key fob the other without a key fob? page 5-60 and page 5-61?
