Unhappy Power steering woes

The rack and pinion and boots have to be replaced on my car after the discovery of a power steering fluid leak. I am curious whether this is something that could/should be diagnosed during a 172-point inspection prior to purchase.

If there was a leak present at the time of the inspection it would be logical to assume they would see it on the lift. You have no 30 day warranty?
