1990 Firebird cant fill gas tank

My son recently had a new gas tank put in his car because there was a leak. He went to get gas and he cant fill the tank. When he tries to put gas in after only a few dollars the machine shuts off like the tank is full.

My son is going to try to fix this himself. Is there any advice on what he should do?

why isnt he going back to the shop that installed it?
has he checked if the tank has collapsed?
if he slowly fills the tank does the gasoline start to come out of the neck?
 
Im not bringing the car back to the shop that installed the fuel tank because it is over an hour away and i don't have the time nor patience to bring it back there. The last job they did should've taken a few days but extended to 3 weeks. I have a shop at school that i am going to bring it to, to fix myself. Im not sure what to look for to spot a collapsed tank but it doesn't look collapsed. When i fill the tank i only get a few dollars in before it clicks, and I've tried filling it more to try to get to a full tank but it starts gushing out. Im not sure if the pressure in the tank is the problem or if its just the gas dial that is misrepresenting the level. i don't think its the dial because the half tank goes by very quick and if the dial was the issue i would guess that the half tank would last much longer than normal.
 
either the tank is not venting or it is collapsed.

Put the car on a lift and examine the hose connections and whether the tank looks pushed in.
 
Brought the car into class and got it on a lift. The gas tank looks fine, maybe a couple dimples on it. Definitely not collapsed. I removed the fuel vent valve in the pictures and did not replace it. i was then able to fill the gas tank much more, with fewer clicks, but not completely. i am still unable to fill it all the way or with no clicks. Is there anything else that it could possibly be? Id say removing the vent valve brought the situation from like a 2-6 but still not 10.

also all of the visible hose connections looked fine without removing the entire tank and muffler to see if there were any others in the back. Could two of the hoses be connected to the wrong tube requiring me to switch them to the correct pairs?

do you know what company supplied the tank?
do you know if the tank uses a bladder?
I know you dont want to take it back to the shop but did you call them and ask them if they did anything that could account for the current problem?
You could trace the lines to see what they connect to, anything is possible.
do you have access to a shop manual showing the evaporative control system and it's functioning and connections?
