2003 Aztec no crank no start.

I need help. I have a 2003 Aztec. FWD. Will not start unless I jump the relay. Actually have a push starter wired up and starts up fine with that. Before that I just pulled the cover off the starter relay and engaged the the contacts and it would start fine that way too. Went check the voltage and ground on the neutral safety switch but there isn’t one on the outside of the transmission like all the diagrams I’ve seen show. The shift pin goes directly into the trans housing. I assume the switch is inside the transmission. Can anyone confirm that for me and does anyone have any suggestions other than the crank signal from the pcm to the relay to check for this no star issue? Also I replaced ignition switch and pass III lock. Both have power and ground.
