have you looked at the bulbs very closely with the headlights on and you dont see a slight illumination? The reason I'm asking is I wonder if you have a bad ground.
The other thought is a bad headlight switch.

I was thinking the switch myself, they are bright with the driving lights on but nothing when the headlights are on
