Am happy to join you in this wonderful forum.

Please is it possible to transform my 2009 Pontiac Vibe Onstar to serve as a Bluetooth connection between my Phone and the vehicle radio?

Welcome to the forum.
Your OnStar module connects to OnStar via a subscription using G3 wireless communications typically provided by AT&T or another supplier.
It has nothing to do with Bluetooth.
You would have to find an aftermarket radio that is Bluetooth capable.
