Cannot get headlights to turn off

Hello everyone I need major help I have a 1998 Bonneville. I can not get the headlights to turn off unless I disconnect the negative battery cable. I have replaced the switch ,checked the fuses, sensors and modular still they will not turn off have also checked all the wiring. Any suggestions?

When you pulled relay did the lights go out?

The relay you pulled was in the Maxi fuse/Relay box under the hood against the firewall or somewhere else?
Seems strange that if you pulled the headlight relay that they would stay on.
