Envoy water in harness

A guy at work has an Envoy that has an electric pump for emmissions. The harness plug fills up with water that comes from the hose that goes to the manifold.It constantly throws a code and puts on the engine check light. Any ideas of where this water is coming from?

He has had it to 2 shops and they can't explain it. It is winter here and the ground is frozen, so there is water laying around to splash up there.

My best guess is condensation from short trips. With short trips the condensation does not get a chance to evaporate.

I'd try filling the harness with dielectric silicone grease (also called Tune-up grease) and reconnect. The moisture buildup is probably resulting in a ground which would throw the code.
