Pull it out and test to see if the Bendix is moving, you can use jumper cables to do it hooked to the battery.( Or a battery charger.)

Hopefully you have a fully charged battery and you hooked up your wires correctly.

Had the starter tested yesterday and is working fine battery is connected correctly and and is fully charged left it on a battery charger/ maintainer over not with the same result any other ideas

No damage on the ring gear? Either the Bendix gear extends and turns or it doesnt. I would try another starter since on a bench test there is no load on the starter or the gear.
