AC and cooling fan issue

I had the AC compressor go on my 2004 Grand AM GT. I had it replaced along with the condenser by a good shop. It does not blow cold and I have issues with the cooling fans not coming on at times. They are saying it could be an electrical issue after bringing it back to have them recharge and test.

So what is happening is the AC clutch does engage and stay on but does not blow cold, also the cooling fans do not turn on sometimes. when i see the car getting hot, I look and fans are off. I shut car off and turn back on and fans are on. I have heard people having issue with when the compressor froze it melting a wire under it. But don't know if that is the case with this one.

Any help on this would be fantastic.

Why did they have to recharge if they correctly did the work the first time? Did they explain that? If the compressor is running it should be cold. If the fans aren't running why can't the shop determine the problem? Don't they have live scan equipment to see what temperature the ECM is seeing? Did they attempt to replace the fan relay?
 
Having about this same issue. Slight overheating, ac doesn't work. Compressor runs but no action on any of the lines, no hot or cold. This is an 04 3.4l se1 grand am.

Have you tested high and low pressure with gauges?
