heat gauge

Replaced radiator, all hoses, temp sender,CAP,thermostat (195 degree) but the gauge still says runs HOT. Fans came on shortly after start up and the top hose was luke-warm. But a hand-held digital thermometer shows a high of 201 after warming up. Pressure tested cold and hot, no pressure lost...
