I was quoted $462 (including labor) to replace a bearing on the passenger side front tire area to pass VA inspection. Is this a fair price?

Ouch! That seems to be very steep. At the most it should be half that amount.

would like to know what specific bearing - but that does seem to be too high for doing only one side of any bearing.
