Why would the car come with a 326 and have a hood with 400 on it?
 
Previous owner installed it. They never came from the factory with the 400 hood on only other model in 67-69.

That is what I figured but I thought I would ask the dumb question. Says it is a number matching 326.

He said that’s how he got it in 1989. So the 400 hood must have been an aftermarket item but not from factory
 
Or a used original hood.

Yes , An original 326 matching car. With a 400 hood ?

Numbers matching usually just refers to the engine and transmission, not any body parts. So yes it could be numbers matching and still have a non original but factory made 400 hood installed on it. It was and still is a popular modification. I put several on 326, 350, & OHC-6 powered cars in my younger days. But I later learned to prefer the cleaner lines of the scoopless hoods.
