1968 GTO purchase

I am looking at a 1968 GTO and very interested in purchasing it. The seller tells me it is a numbers matching car and I don't know how to verify that, can someone tell me where to find the numbers on the block? He also tells me it has ram air 3 head and I need to know how to verify that as well. The rear quarter panels have been replaced with new metal, you can tell by the welds inside the trunk, is this something that is going to take away from the value?
 
Well the red flags I see in his describing the car to you is claiming it to be a numbers matching car and then saying it has ram air III heads. The problem is that the ram air III package wasn't offered until 1969.

To identify the block you should get the date code which is cast into the block back by the distributor. Then on the RF side of the block right below the cylinder head with be a machined pad with some numbers and letters stamped on it. There you should have a two letter code that will tell you what engine it has. As for the heads there will be a two number code cast into them right above the center exhaust ports. Also along there will be the date code. It might be worth you while to get a PHS document for it. You can find more about that at this link, PHS Historic Services.
