I have all of the lower setting working and I do have 12 volts at the fan relay? Any suggestions where to go next? I can't seem to locate where the blower motor plugs in. Is it underneath? Any help would be much appreciated.

You seem to have a bad high speed blower relay

I replaced the high speed blower relay. I have continuity to the relay from the alternator. I suppose I could have got a bad one. Anything else I could try?

Do you have power coming out of the relay going to the motor when on high?
Are you working with a wiring diagram?

I haven't been able to find the power coming out of the blower relay. I have been using a 1969 wiring diagram that I found on line. It seems slightly different from my car. I've ordered a Haynes manual but haven't received it yet. I assume when the controls are set to high that the relay closes and lets the 12 volts through. When I turn the key, I hear a click under the dash but I am not sure if this is the blower relay or not.

You should hear the click in the relay mounted on the firewall when you set the fan switch to high.
The best manual, if you intend to keep the car, is the factory manual. Amesperf.com has it.

I went through the blower circuit on my 68 LeMans recently. IIRC the lower blower speeds are all controlled by the resistor pack, and high speed is direct 12V that bypasses the pack. I believe your fault is in that part of the circuit if your Catalina has the same wiring.
