once you remove the horn pad by unscrewing the screws from the back, you will need a special tool to compress the lock plate that locks the whell while in the lock posation. Remove the bolt and there will be a snap ring that will hold the lock plate onto the steering-shaft. With the lock plate removed, the lock-cylander can be removed by removing the 7/16 coller bolt and pull right. out. Use the old pinion gear and reinstall.
