1989 firebird 2.8 losing power and not starting

Hello! I just recently bought a 1989 firebird from what I expect to be an idiot. The car doesn't seem to start when it's moist or cooler outside. The car sputters and looses power occasionally. I can usually start it back up by dropping it in third or just turning the switch. But I can give it gas and it's doesn't seem to get power sometimes and it will take me putting the pedal to the floor for it to get power to move and even then takes a while. I also get occasional backfire from the exhaust as well. I have a 2.8 manual firebird. Any info would be great thank you!
 
If its moisture related it could be ignition issues. Are the plug wires old and dry, cap and rotor carbon streaked, replace them. Have you done a basic tuneup?
 
No I haven't done a basic tune up yet. I have an appointment on the 28 th. The guy said that it was done a few months ago but I dont believe him. Would any of these things contribute to my car idling low and dying at times? When it's acting this way I can push the pedal to the floor and it takes a few seconds for the motor to oick up and ill get an occasional backfire.
 
Yes they all would, always start with a basic tuneup and then look for other causes of issues.
