1989 Pontiac Firebird Fuel Gauge?

I have a 1989 Firebird V6 2.8L. My problem is my fuel gauge. Its on full all the time so I know its not working.. But what could cause it not to work. A Fuse? Or what? Any information will be appreciated. Thanks.

One more question, what would be the cheapest way to add horsepower and torque to it.

Usually when the fuel guage is stuck on full (or over full even) it means the ground is bad or off, I would look for the ground wire and make sure it is in good condition ..
if it seems Ok it's probably a sensor issue with the fuel level sender, it may need to be replaced ..
