1991 Grand Am Power Steering leak

I have diagnosed the power steering leak on my sons 1991 Grand Am to the metal brake line type tubing on the front end rack. It drips from the connection when the car is running. I am afraid to try and loosen as something might break. If it comes off the flare style nipple on the rack, can the line be cut and put back together with new flare metal end and rubber hose and clamps, as getting to other end is tough to get at. Is flared style nipple sticking out of rack replaceable if that connection is bad or do you have to change whole rack. What kind of pressure are these lines under?? Any help would be appreciated. 4 cylinder 2.5 liter
