1994 Pontiac Firebird Tranmission Problem. Help please?

Hello, I have a 1994 Pontiac Firebird and the transmission works absolutely fine until i get going about 50+ mph. When I'm going this fast it keeps switching back and forth between gears causing higher and lower rpm. Its constant switching and doesn't stop, but its fine at slower speeds. Also it only does this when it is in drive, and when I put it into the gear labeled '3' or '2' it doesn't have any problem. Any help would be appreciated, thanks.
Oh, and we just put this transmission in, we bought it used. 97k miles, new filter, new fluid.
 
It's either low on fluid or need the filter changed. I don't know what an air filter has do with it.

sounds like a problem with the locking torque converter
 
Sounds like it could have an issue with the O/D or 4th gear holding properly..
only way to know for sure is to have it checked at a service center or dealership ..
with a 4l60 it may just have a wireing issue with the solinoid for O/D or possibly
like said a torque converter issue..
