1994 pontiac grand am, slow take off and rough idle....?

...No matter what it takes forever to get up to speed from takeoff.
Also, after getting up to speed, if I start up an incline in the highway, it slows a great deal, enough to cause the transmission to drop to a lower gear.
 
when is the last time the car had a complete tuneup?
