1996 Pontiac Grand Am SE wont start?

Alright, I turn the key over and it clicks once and if I hold it (but never held it long), it whines, but doesn't do anything else.

What could be the problem to that?
The battery is brand new just replaced it with the old (bad) one.

starter solenoid possibly. does it turn over like it wants to start or just the click? try tapping on the starter solenoid with a hammer while trying to start it. if it starts need a starter. also check fuses and loose connections.
