1996 Sunfire - Strong vibration in pedal

I have a very strong shuddering/pulsating in brake pedal when applying brakes. Not noticeable in steering wheel too much...It's probably the rotors/drums...is the problem more likely with front or rear?

Thanks for the reply....definitely feel it in the pedal and not the steering wheel. Drum brakes...how fun.
