1997 Trans am cooling fans not working

Hey everyone! I really badly need some help! I just bought my first Trans am (Not Daddy's money) and now come to find out the cooling fans don't work...Its a 1997 with a LT1. I am very fortunate that my father owns a shop, but we specialize in International Trucks and Scouts. But he does have a Snap-on Modis scan tool. I used it to run a function test on the relays to the fan and they both work just fine. I put a new temp sensor in the water pump, but it didn't cure it. there's no air in the whole cooling system, I've bleed in several times. They don't even come on when the AC is on...I'm stumped and any help would be most appreciated!

test the fan motors by applying power directly to them, If they dont work replace them.
did you test at the fan motors to see if power is going to the fans when the AC is on?
does the compressor engage when you turn on the AC?
how hot is the engine getting, 215 or more?
