I am having an issue with my headlights on my trans am. The lights will not seem to lift up when they are turned on. There is no noise insinuating that they are trying to work. I hooked them up seperately to a battery and they appear to be working fine but will not work on the car. I thought that it may be a relay (but was told there wasnt one )or even a fuse but i have checked and replaced them. Still no luck. Any idea what the issue could be?

You have a least 3 fuses/relays in the engine compartment box as noted in the owners manual for 1999, I dont have access to 1997. You did check all of them? If you did and they are good, you have to use a voltmeter to determine if power is going to these circuits.
