1998 firebird rear brakes/emergency brakes

I pulled the rear brakes on my 98 Firebird to replace the pads and discovered the emergency brake pads were very thin. I have the Chiltons and Haynes manuals and they say nothing about changing these pads or resurfacing the drum portion of the rotor as it is rusty. Last weekend when I was driving the car I pulled the emergency brake handle to see how they were working and it came all the way up without too much effort and didn't slow the car down until the handle was all the way up,and then all it did was slow the forward motion down slightly.
Where can I find directions on the procedure on replacing the emergency brake pads, and adjusting them.
Also when I cleaned up the caliper they are stamped "Made in Australia" I bought this car last summer on Ebay and it came out of Upper New Hampshire and I don't have any history on this car. Is there a parts store selling imported parts from Australia here we get parts from China or Korea.
 
You may want to get a fqctory service manual for the info you need. I would check a new shoe at your local parts store to compare the thickness. If I recall, they aren't as thick as regular shoes. If they are even and no metal showing, you may just need to adjust the brake cable.
