1999 Grand am 2.4l radiator fan not working

Ok, so when I'm driving at higher speeds and constant, like 55 or whatever, it doesn't overheat. When I am in town, stop and go, it rises up to half way in between 200 and 260. I turned on the car and it was around 215F or so I'd guess(1 or 3 little marks past the 200 mark) and the radiator fans weren't on. How do I check the relays, and where is the heat sensor at for the fans? Also, my ac and rear defrost quit working after I took apart my temperature control unit. The light for a/c comes on, but no cold air, and I think that the a/c compressor isn't kicking on. I took apart the temperature control because my fan wouldn't work on 1 or 2. So I'm just going to get a new one of those some time. If you could help with any of these problems it would be greatly appreciated. Thanks.
 
Fan dont come on until 212º I believe ... I know .. crazy ... also 200-215 seems to be normal operating temp .. if you turn your a/c on at any temp the fans should come on ... weird ass cars ... believe me.
 
Ok, where are the resistors at? My brother mentioned them but I haven't taken the time to find them yet. Also, my a/c still isn't working, I tried to put a can of r134a into it tonight, and it wouldn't go in(yes it was the low pressure side), and the compressor won't turn on. The pressure stayed at 30 psi according to the tool I was using, and it never got any higher, and I had it on there for like 10 minutes. What the hell is it's problem? lol

what side read 30 psi high or low? The high side has a sensor that prevents the compressor from engaging unless there is a certain psi in the system.
