1999 Pontiac Grand Am SE E-Brake?

hello, i was wondering, how do you tighten the e-brake in a 1999 Pontiac Grand Am SE2. because mine wont lock up at all, and i would like to have fun in the snow so if you could please tell me how to tighten the e-brake, not the parking brake, the e-brake. please and thanks!
and i do have rear drum brakes.
can you add some more details? or a link to a website that will show me how?

since when is there a difference between the e-brake and the parking brake? Try backing up a couple of times and hit the brake hard to force the self-adjusters to engage otherwise you have to adjust the rears manually and maybe the cable to the handle.
