1999 Pontiac Grand Am Security light?

Sometimes when I try to start my car (99 Grand Am SE 2.4L) the engine will turn over but it will not start. Then the security light comes on and flashes and I have to wait 10 minutes before it will start up. Does it think it is being stolen and this 10 minute delay is its way of deterring theft? How can I disable this?
 
do you have more than one key for the car, if so see if it happens with the other key also.
