1999 Pontiac Sunfire has strange problem

Hi I have a 1999 Pontiac Sunfire 2 Door Coupe in the SE trim with the 2.2L engine. Whenever I hit the brakes I get this weird clicking noise from somewhere, it sounds kind of like an airsoft gun if anyone knows what those sound like. Whenever this noise happens the dashboard lights, along with all exterior lights flicker. The stereo doesnt cut out either. It only happens when I hit the brakes, and it doesnt happen every single time I hit the brakes, only most of the time. The car just passed inspection, along with having both the battery and alternator tested, both of which passed with flying colors. I honestly have no clue as to what the problem could be, and any help would be deeply appreciated guys! thank you!
 
It sounds like you have a relay that could be shorting out. Do you get the noise if the car is stationary and you step on the brakes? If so try to find the source of the clicking.
 
The noise does not happen while the car is stationary, only while I am driving. How would I go about finding the source of the clicking?

I couldn't find it on a schematic, but your brake lights are likely fed through a relay, which may be having issues.
