the car has gas, the battery has power. (i can turn the lights on and the radio) but when i try to start the car it makes a whirling noise. . what can this be and how can i fix it.

That whirling sond is the starter
The bendix inside the starter is not kicking the gear out to catch the flexplate and the car is not going to start until the starter is replaced.
roughly 100.00 dollars for the starter and there will be a core charge for the old starter.
When you take the old starter off take it back to the parts store and you will get the core money back - usually 30.00 or so

My 2003 Sunfire died under similar circumstances: full tank, power to the dashboard, lights, etc. Ended up being the gas pump - was clogged, needed to be replaced.
