2000 Grand am Rear Seats!!!

I cannot for the life of me figure out if my back seats can go down in my 2000 Pontiac Grand am. I have looked multiple times for a latch or something and i cant find anything. I was just wondering if they can even go down.

There are 2 straps under the package tray in the trunk. Pull to release the seat backs.
