2000 Sunfire GT (2.4) Starting Issues

Recently acquired a 2000 Sunfire GT and was starting to get it in running condition for sister's first car. The car had sat 2+ years outdoors before I got my hands on it. Surprisingly enough after a new battery (and a shot of ether) the car fired right up no problem. Ran for about 30 mins until I shut it off. Filled the tires with air, attempted to start it again and no luck. When you turn the key to the 'on' position all of the dash lights, headlights, radio, fuel pump, etc. works just fine. When you turn the key to the 'start' position, it does nothing, no crank. Have read the laundry list of starting issues with this car and started knocking things off the list but still no luck. I know its not the anti-theft issue. All the fuses appear to be in good condition. I have also replaced the following..

-battery
-ignition switch
-ignition relay (located near the radiator)

Im almost 100% positive its not a alternator issue as the battery has maintained the same volts for the last few days of tinkering. The car can be started by touching the positive terminal to the starter. Any suggestions on what kind of issue im looking at here. I'm thinking a new starter is whats needed but would like to know if there's something else that may be my problem before buying a new starter and still having the problem.

remove the starter and test it before buying a new one but it does not sound like an issue if you can start by applying power directly. Are there any starter relays in the engine compartment fuse box?

No, theres an ignition fuse but that appears to be fine

Can you elaborate on how to test the starter...
 
remove it and hook it directly to a battery but you already stated it works in the csr when you apply direct power. You are sure you have a good battery ground.
