2001 Gand Am rear turn signals

Just had my car inspect this morning and was failed because the rear outer turn signals are out. The bulbs were replaced and still nothing. Anyone know what the cause of this could be?

take a voltmeter and check the socket to see if you have power

update

after checking my car myself, I realized that only the rear passenger side turning signal was out. Yes I checked using the turn signal and the hazard lights too and it was only that bulb.

I just hope I am not dealing with a disrepitable garage and they hope that I would take my car to their buddies garage so that I would get unnecessary work done.

I am going to check again just to make sure I do not have a short.
