2002 grand am fans not kicking on causing over heat,

I've replaced the water temp sensor, swapped the relays with other ones and checked fuses. The fans will kick on for the a/c. I just finished doing the head gaskets, seems like the fan problem caused the head problem. I also found that there's a clanking noise that's coming from the radiator, I'm guessing that's caused by the heat. Any help would be great.
 
Do you have access/rent a scan tool? Check the fuse box where the relays plug into to see if the connections are broken. Check all harness connections and wires for a break. If nothing found it could be the ECM.
 
You might hear a ticking sound from heat, but clanking? Is this while the car is running? Almost sounds like a no-flow situation. What's temperature doing?
 
I swaped the relays around before hand to see if one was bad, the temp is going up to around 200-210, and the clanking and banging is while its running when it gets close to 200. I'm checking the connections everywhere right now.
