2002 Pontiac Grand Am Overheating?

Our 2002 Pontiac Grand Am is overheating and blowing cold air when we turn on the heater. We know it is not that the coolant is low. We turn on the Air conditioning and the fans work. We can only drive our car when the air conditioning is on otherwise the engine gets too hot even in idle. We have had problems with the coolant before, but it did not act like this. We checked the fuse box all fuses were good except RR Defog. Could it be the Engine Coolant Temperature Sensor? If so how do we test for that without taking it in? Any thoughts are appreciated.
