2002 Pontiac Grand am starting issues.?

I have a 2002 Pontiac Grand am SE, 4cyl. Since last winter, I have had issues with the car wanting to start, especially on the days where it's very cold out. As long as I keep over half a tank of gas in the car, it will start no problem. If it's a couple notches above the half -tank mark to the E-mark, the car gives me troubles with wanting to start. I use higher octane gas, used fuel injector cleaner and the fuel filter was changed about 60,000 miles ago. Could this mean that the fuel pump needs to be replaced?

for one thing the fuel filter after 60,000 miles could be clogged, the high octane gas is a waste of money, and when did you change the air filter last?
