2003 Sunfire - One Brake Light Only

Hey all: I did a quick search but couldn't find an answer. I have a 2003 Sunfire and only 1 brake light works. The left side doesn't. I've checked the bulbs and they are OK, and I'v swapped sockets and that didn't help either, other than to confirm that on the non-working side the lamp or the socket is not the problem. Doesn't seem to be a fuse issue, as the left/right are not fused separately. Brake light switch maybe? Signal lights and 4-ways work fine on both sides.

are you using a test light or voltmeter to determine the presence of 12 volts?
are you checking for a good ground with an ohmmeter?
