I have a 2006 Torrent that has developed a water leak on the passenger floor during heavy rain. Even if the car is stationary I get a soaked carpet.

According to my research there is a TSB #3803 or NHTSA #10018916 for "Water leak from the right side of the instrument panel during heavy rain or when going through a car wash".

My vehicle is now out of warranty. Anyone have any info on this TSB so I can see if I can repair myself or the associated cost??

Most dealerships will print out TSB's for free.
As long as you have the number, Just go to the service advisers desk and ask for it to be printed out. There are places like www.alldata.com where you can view the TSB titles. Alldata charges $27 per vehicle if you want to view and print out the entire TSB. The fee allows you to view and print out all the TSB's for a single vehicle.

Did you ever find out where the leak was coming from? I know it's been a long time since you posted this, but maybe someone else has the same problem. I was having the same problem, but my water leak was on the driver side and every time got wet by the rain or the carwash, my engine light came on and I couldn't go over 5 miles per hour. What a nightmare.
It took almost a year for the dealer to get figure it out where the problem was. "THE PROBLEM WAS THAT THERE IS A HOSE IN THE SUNROOF AND THAT HOSE WAS CLOG" My service advicer was only guessing were the problem was for almost a year!!! untill I talked to his manager. He is not a good service advicer and I still have problem with some other issues, becouse he doesn't fix the car the right way. There's always something wrong with the work they do in my car.
