2008 Cobalt "reduced engine power"

My sister in law car 2008 Cobalt,, when driving in heavy rain will flash "reduced engine power" and slow down to about 30 km, if she sits and waits about 30 minutes and the highways dry off she can go again, where should i look?
 
sounds like it is electrical related, does she have a check engine light on at other times? Try hosing down the engine and use a scan tool to determine what the issue is. Check the coils on the plugs in particular.

Your problem could be due to the throttle body also?
