2008 torrent won't start

Vehicle will not turnover, no Power to dashboard or radio etc, battery shows fully charged, no cranking sound, I hear funny humm type sound when key turned, key difficult to remove, rear winshield wipers suddenly quit working last night during rain storm?

Isnt this the same vehicle that was stolen? Did a competent shop look it over before you started driving it? Did you check the fuses? Did they damage the ignition switch when it was stolen?
