The engine has alot of blow by. Enough to push the dip stick out. I went ahead and took the heads off, due to the fact that i've already checked the PCV and the Breather in the valve cover. I was wondering if the blow by could be from the engine heads being loose, meaning that they weren't torqued at all, more like they where jus a little snugged. The reason the heads had been removed was because i had someone to put a cam in it foor me while i was overseas, and im jus assuming that the moron forgot to tighten them.

I cannt imagine an engine running without the heads being torqued. Did you do a dry and wet compression test before taking the engine apart? Why would you take the heads off to put in a cam?

No I didn't but the engine did run jus ran like ****... I was like the engine had a vacuum line disconnected...but would that allow the engine to have enough blow by to push out the dipstick

if the heads at the point where they meet the block were venting into the crankcase you would get lots of blowby, again why would you remove the heads to install a cam and are you sure if the heads were removed, that they shouldnt have been retorqued after initial break in of the cam ? did you check if the timing chain and the corresponding marks on the crankshaft gear and camshaft gear were properly aligned?
