What does this mean: is a delete built car with no tilt / AC, windows or door locks. It is for a 76 Trans Am. How can it have a delete window and door locks?

Do you have a link to the car for sale? I am not sure if I understand what you are asking. In 76 A/C, Tilt Column, Power windows & Locks would all be optional. Not Delete items.
Most people do not realize that even the Hood Bird was a option on 74-81 T/A's.
If you are saying the seller says it does not have windows or door locks, I believe you have misinterpreted the AD, but without a reference it is hard to tell.
