77 TA No Lights

I have no lights when I turn on my lights. I took a test light and got power to the side markers but no power to any headlights. Could this be a fuse or might something else be eluding me? I can't tell what fuse is what because the words on the panel are too faded or not there.

I was told 77 - 79 share the same fuse panel. Is this true? I also found this. '79 Fuse Box.

Autozone has the circuit diagram, google 1977 firebird headlight circuit diagram.
Looks like all lights work off same fuse, goes to light switch, then dimmer switch, then headlights.
