86-SE, headlights won't lower

Sequence of issues..... both headlights worked fine, Turned lights off and both lights lowered but the drivers side lowered and kept running, passenger side was fine, I pressed the parking light switch and drivers motor stopped. I did this a couple of times, but drivers motor continued to run in the down position. I pressed headlight switch to have them go back up, they both did. Tried to lower headlights again, lights would not lower.
I know how to disassemble and test relays, I took the relay mounted to the headlight assembly and the relay mounted to the drivers inner fender next to headlight assembly. all contacts clean and operating. re-installed both relays and both just click.
I had to lower both headlights manually.

What am I missing?? What more do I need to check??

It is not the relays that cause the problem, It is the limit switches inside the headlight motors. You need to rebuild the headlight motor.
 
Fixed the motor, still had the problem. found the rear taillight fuse blown. (read about that on another thread) replaced fuse, no problems, works great.

I couldn't believe that a rear light fuse would cause a problem with the headlight going down, seamed goofy to me, but I checked it out anyway.
