95 Pontiac Grand Am 3.0?

got this car from a garage after sitting for over 2 years. Was finally able to get it to turn over after charging the battery and replacing the plugs but cant get it to run. is there a fuel shutoff/cutoff that i may be missing. i want to give this car to my son as his first but want it to run. maybe someone could suggest a troubleshooting website i may be able to use or someone who might actually know what the problem is. it does try to start if i place my hand over the throttle body to starve it of air.

Get a fuel pressure tester and check for psi. With the key on the pressure should be around 50 lbs. You may have to turn the key on a couple of times to prime the fuel system.
