95 pontiac sunfire 2.3 liter rear defrost not working?

I press the defrost button on the AC panel and the light turns on except the back window never clears up. The 2 wires are connected on each side of the window.

I have a volt meter and could test it. How do I test it for voltage?
 
using the two probes connected to the voltmeter and setting the voltmeter scale to 12 volts DC or greater, touch the two bare spots of the wire connectors.
 
I did that with my voltmeter and it read 0. I put the black wire on one connector on one side of the window, and the red wire on the other connector on the other side of the window. The defrost light lights up when I press the button on the cluster. I've read that there is a purple wire/connector down by the drivers side kick panel that melts or something and it stops the rear defroster from working. I've heard that in order to fix this, you just strip these two wires and connect them together.
 
do you have a wiring diagram, the circuit may use a circuit breaker. If not you will have to find a broken wire.
