96 Pontiac Grand am. It chugs like loosing power. and RPM goes up by itself when started

any ideas? i just put a new battery in it about 3 months ago. I changed the spark plug wires.. also when i first start it the rpm goes up by its self. or when im driving i can go 35 and let off the gas and drive through town on 35 without putting my foot on the gas! anyone got any ideas of what it could be and how much it would cost to fix it. I only has this car about 2 years and already put over 5 grand in it.
 
you have a shorted wire!its grounding out at times.it should be towards the bottm engine side of firewall in the middle.
 
check your throttle cable then check your throtle plate if it working poroperly clean it up! change air filter.

check the idle air control valve on it that will cause the rpms to go up and down on it,you can also have the computer scanned and see if any trouble codes come up on it,that will greatly help you in repairing it,without a code to work with all your doing is guessing and buying parts you may not need for it,and that will get really expensive,good luck with it.
