97 sunfire steering issue

So I just put a new power steering pump on my wifes car because it lost p/s the other day but came back later that day. So I thought the pump was failing, well just today it lost p/s with the new pump, it still whines a little bit like there trapped air in the system. I don't know if the rack is bad or whats going on. Maybe someone here can point me in the right direction

To purge the air out you need to jack up the front wheels and turn the wheel lock to lock with the motor running.

the car acts as though theres no pressure building in the rack. or the new pump isn't moving fluid
